Obviously this is much debate on the proposed Obama Healthcare Bill, H.R. 3200, America's Affordable Health Choices Act of 2009 (Introduced in House). I encourage people to read for themselves this eugenics-minded Bill at the United States Library of Congress HERE. The Bill in question was introduced in Mid July, 2009.
The document on the WHO website linked below states that it is common procedure to release pandemic viruses into the population in order to get a jump ahead of the real pandemic, so as to fast track the vaccine for when it is needed.
